When do you need to turn photos into a PDF?

Many online forms accept documents only as PDF — marksheets, caste, income and domicile certificates, ID proofs, experience letters, bank KYC papers and scholarship documents. Your phone camera saves JPG photos, so you need a quick way to put those photos into a PDF. This tool does it in the browser: every photo becomes one page, in the order you choose.

Which page settings should you choose?

SettingBest for
A4Almost everything in India — A4 (210 × 297 mm) is the standard paper size, so the PDF prints correctly.
LetterOnly when a US university or employer asks for “Letter” size (8.5 × 11 inches).
Fit to imageID cards, screenshots and receipts — each page takes the shape of its photo, with no extra white space.
Orientation: AutoMixed photos — wide photos get a sideways (landscape) page, tall ones stay upright.
Margin: SmallA thin white border like a photocopy. Choose None for edge-to-edge scans, Large if the pages will be printed and filed.

Tips for a clear, readable PDF

  • Photograph documents in daylight, straight from above, with the paper on a dark surface so the edges stand out.
  • Crop away the table or floor around the page before adding it — the document then fills the whole PDF page.
  • Every photo is resized to print quality (about 200 DPI on an A4 page) and saved as a compressed JPG, so the PDF is much smaller than your original camera photos.
  • Does the form have a size limit such as 200 KB or 500 KB? Create the PDF here, then shrink it with Compress PDF.
  • Need to add this PDF to other PDFs, such as a downloaded certificate? Join them with Merge PDF.
  • Uploading a single photo, not a PDF? Use Compress Image to bring it to the exact KB the form asks for.

Your photos stay on your phone

Documents like Aadhaar, PAN and marksheets are personal. ToolDabba builds the PDF inside your browser, so your photos are never uploaded to any server and nothing is stored after you close the page.

Frequently asked questions

How do I convert several photos into one PDF on my phone?

Open this page in Chrome or Safari, tap “Select Images” and choose all the photos at once from your gallery. Arrange them with the up and down arrows, tap “Create PDF”, then “Download PDF”. Each photo becomes one page of the same PDF — no app needed.

Can I change the order of the pages?

Yes. Each photo has up and down arrow buttons; the number on its thumbnail is its page number in the PDF. You can also remove a photo with the bin icon or add more photos before creating the PDF.

Does it work with iPhone HEIC photos?

Yes. iPhone HEIC photos are converted automatically — natively in Safari, and with a converter that loads only when needed in Chrome and other browsers. If a HEIC photo still shows an error, set the iPhone camera to “Most Compatible” so it saves JPG photos.

How big will my PDF be?

It depends on the photos. Each page is stored as a good-quality JPG of up to 2480 pixels on the long side, which is usually a few hundred KB per page. The exact size is shown before you download. If the form needs a smaller file, use the Compress PDF tool afterwards.

Is there a limit on the number of photos?

There is no fixed limit and no daily cap — it's free. Photos are processed one at a time on your own device, so very large batches simply take longer. If an older phone struggles, create the PDF in two parts and join them with Merge PDF.

Are my photos uploaded anywhere?

No. The PDF is created entirely inside your browser, so your photos never leave your phone or computer. Nothing is stored on our servers, and nothing is kept after you close the page.
